Audit sibling export tasks: last_navteq_export, last_africa_guide_export

t4a_last_run_date.LastTaskRunDate drives a family of export tasks. Run-markers
seen across full history: last_igo_export ×60, last_navteq_export ×1,
last_africa_guide_export ×1. The two siblings ran rarely in the captured
window, but if they share the iGO export's full-.save() pattern they are
latent landmines.

Task

  • Review last_navteq_export and last_africa_guide_export code paths.
  • Confirm whether they also .save() listings (touch date_modified).
  • Apply the same fix (no full .save() / exclude date_modified).
  • Enumerate any other tasks registered in LastTaskRunDate.

Priority: MEDIUM — prevents the next surprise.
